Pause the journey before solving the document problem
If the inspection certificate is missing, begin with the parked vehicle and the documents you already hold. Do not start by driving to an office to ask what to do. An electronic inspection certificate remains a physical document that belongs with the vehicle. A phone photograph or a saved record PDF should not be treated as a substitute for that original. Check the document wallet, glove compartment, home filing place and the business that handled the last inspection.
Identify exactly what is missing. The original certificate, its supporting record sheet and the inspection sticker are different items, and losing one does not automatically mean the same procedure applies to the others. This guide helps organize the inquiry and the appointment. It does not authorize a road journey or establish that your car satisfies the conditions for use. While the original remains unaccounted for, ask the official office or workshop about the appropriate next step and transport arrangement. Proximity to an office is not a reason to turn an unresolved document requirement into permission to drive there.

Identify the original, record sheet and sticker
The electronic shakensho stores vehicle information in an IC tag. The document called Jidosha Kensasho Kiroku Jiko provides a readable record of certificate information, but it should be distinguished from the original certificate. Explain which items you hold and which are absent. Saying that all the car papers are missing gives the recipient less useful information than identifying the original, the readable record and any older documents separately.
Loss or damage of the inspection sticker is another procedure. Do not request an original certificate replacement merely because the sticker is missing, or assume a sticker replacement supplies a lost original. If the wallet contains old papers, compare their dates and vehicle identifiers privately before treating them as current. When you cannot identify a document, ask the responsible office or chosen workshop how to show it securely. Avoid posting a whole certificate on social media to obtain a quick answer. A careful inventory takes only a short time and helps ensure that the office you contact is being asked to solve the actual problem rather than a vague description of missing paperwork.

Choose the route for the vehicle category
For a registered vehicle, check with the transport branch or relevant registration office responsible for the vehicle's base of use. For a three or four wheel kei vehicle, use the appropriate Light Motor Vehicle Inspection Organization office. Two offices in the same city are not interchangeable simply because both deal with vehicles. If you are unsure of the category, consult the available vehicle records or selling business before selecting the application route.
Read the national overview, then verify the instructions of the office that will actually receive the application. Its opening hours, document requirements and contact process matter for the practical plan. The closest office is not necessarily the responsible office. A recent move or a number plate associated with another area deserves an extra check instead of a guess based on your present postcode. Record the office name and the reason it is the right destination. That information is particularly useful if a family member or garage will handle the paperwork, because they can follow the confirmed route without beginning the jurisdiction question again.

Prepare questions for a registered vehicle reissue
For a registered vehicle, ask about the reissue application, accepted identification, fee paperwork and submission of any damaged original that still exists. Requirements can differ between an application made by the recorded user and one made by a representative. Confirm how the office handles authorization and the reason for reissue. An old checklist on a third party page is not sufficient evidence that every item remains current.
Obtain the form from the official source and use the current completion example. Leave an unfamiliar field for confirmation rather than guessing a vehicle detail to make the form look finished. A leased car, company car or vehicle with different owner and user entries can involve additional coordination. Ask the responsible person which authorization route applies before committing to a trip. Keep the distinction between ownership, use and representation explicit in your notes. This guide does not determine who has legal authority to apply for your vehicle; it helps you collect the questions that allow the official office to explain the applicable procedure with fewer misunderstandings.

Use the current kei vehicle instructions
The Light Motor Vehicle Inspection Organization's current reissue guidance identifies the damaged certificate when it can be submitted, the appropriate reissue form and an application request document when someone other than the recorded user performs the procedure. Use the official instructions for the actual applicant and vehicle. If a detail is unclear, direct the question to the responsible office rather than copying requirements for a registered vehicle into a kei application.
Its page updated on April 1, 2026 lists a certificate reissue application fee of 450 yen per case. That figure is the official application fee, not an all inclusive representative service price. A garage may charge separately for preparing or submitting documents, and your own travel or postal costs are another part of the budget. Ask what service a representative will perform and request its total before authorizing it. Also ask what has to happen before it can provide a completion estimate. A simple fee figure is useful, but it cannot establish that an office is open, the papers are complete or a replacement will arrive before your chosen inspection date.

Check revised fees instead of relying on a search snippet
Search results can show both an older fee and a revised fee. One official transport office page still displays the former amount beside a link to the changes effective from April 2026. Read the note and current fee schedule, not only the number visible in a search snippet. The revision notice lists certificate reissue at 450 yen. Check the receiving office's current schedule again when preparing the actual application.
In your comparison note, record the date of the fee schedule and whether the figure represents an official charge or a wider service total. If two businesses quote different prices, ask whether they include form preparation, submission, transport or delivery. A difference in the representative's scope should not be described as a different national application fee. Conversely, a low advertised official fee should not be interpreted as a promise that a business will perform every task for that amount. Separating these categories makes it easier to compare help fairly while keeping the administrative facts traceable to the source that controls them.

A saved PDF does not replace the physical original
The certificate viewing application and a saved record PDF can help you inspect information and describe the vehicle when making an inquiry. They do not turn a missing original into a purely digital document problem. If the physical electronic certificate has been lost, use the available record as supporting information and ask the official office about reissue. Do not present the PDF as proof that the original is still in the car.
Check the date and vehicle association of any saved file. A PDF produced before the last renewal may not show the current expiry, and a family folder can easily contain another car's record. A failed reading attempt also needs careful description. Lack of a physical certificate, a device compatibility issue, the reading technique and a damaged tag are different possibilities. Consult the official application's current instructions rather than assigning a cause from one failed attempt. Describe what you tried and what was displayed. That lets the recipient explain the next appropriate check without treating a technical reading issue as confirmed loss or assuming that a missing card can be recovered through a phone setting.

Define the representative's task and authority
If work, health or travel constraints prevent a counter visit, ask about an appropriate representative. The authorization paperwork depends on the vehicle category and the receiving office's instructions. Clarify who will receive private identity material, which task they will perform and how the original and other documents will be returned. A convenient service should still have a clear scope.
Put the fee, required documents, proposed submission date and handover method in one note. The phrase handle everything is not enough to show whether a service includes certificate reissue only or also inspection preparation and a booking. If another procedure such as an address change is identified, ask for an explanation and separate approval before assuming it has been included. You can ask the representative to identify outstanding information without sending an entire unrelated household document archive. A simple boundary between the requested task and any additional work makes the arrangement easier to understand for both parties and provides a useful reference if the planned timing or price later changes.
Coordinate paperwork and inspection timing
When expiry is near, tell the garage about the missing original while you investigate reissue. Ask which preliminary discussions can proceed and which conditions must be satisfied for the formal inspection. Keep those answers separate. A workshop may be able to discuss an estimate without being able to complete the vehicle's procedure in its current documentary state. A reservation does not prove the paperwork is complete or the inspection has passed.
Place the proposed application date, expected document receipt, garage visit and transport arrangement on one page. If the document is expected after the visit, the conflict needs to be discussed instead of concealed by writing both entries as confirmed. Ask whether the garage's earliest advertised turnaround applies to your situation, including document recovery and any required work. Keep the reply in the plan. A clear sequence is particularly valuable when multiple businesses are involved: one may handle papers, another inspect the car and another transport it. Each should understand the dependency relevant to its task rather than assuming that an earlier step has already finished.

Treat expired inspection as a separate transport problem
If the inspection has also expired, certificate recovery is only one part of the situation. Reissue does not renew the inspection or settle every condition for using the vehicle. Confirm expiry, insurance and the requirements for moving the car separately. Tell the workshop or transport business where the vehicle is and what is known about its condition. Ask about the legitimate route before driving it on a public road.
Our expired inspection guide and urgent message tool can help organize known and unknown information. They do not issue temporary permissions, arrange a tow automatically or decide whether a particular vehicle qualifies for a temporary registration process. Any such process has its own purpose, document and insurance requirements that must be checked with the responsible office. Resist the temptation to complete the plan by assuming that a permit can be obtained or that any journey to an inspection counts as permitted. A practical fallback is to investigate transport and alternative personal travel while the official conditions are being clarified. That keeps the administrative uncertainty from becoming an unsafe deadline driven decision.
Reconcile the documents after reissue
When the replacement arrives, check that its vehicle information and associated record are the expected ones. Return the original to its designated place in the vehicle. If the old original later appears, ask the issuing office how it should be handled. Do not assume that keeping two versions means either can be used without further checking. A recovered document can look familiar while no longer being the appropriate current record.
Separate the in car wallet from the private home archive containing application receipts and other administrative material. If family members share the car, tell them where the required original belongs rather than circulating unnecessary identity photographs. Date any exported record or document image so that an older version is recognizable at a glance. You can also note who last removed the wallet and why, without creating a complicated tracking system. A simple habit of returning it after every workshop visit is often enough to prevent the same search next time. The goal is reliable access to the right current document, not the accumulation of duplicate papers that make the current original harder to identify.

Share only the information needed for the next step
Administrative work can require private information, but a general first inquiry does not need your complete identity and vehicle archive. Start with the vehicle category, the missing original, the desired date and whether expiry has been checked. Ask the recipient how any necessary additional material should be supplied. An official form, a secure business process or an in person presentation may be more appropriate than a casual attachment to an unfamiliar address.
The free preparation pack helps organize document names and responsible contacts. Requesting an email copy is optional. Inbox confirmation is not verification that you own the vehicle or have authority to apply for reissue. Keep optional promotional consent separate from the contact needed to handle your particular request. When an office or garage gives an answer, save its date and the context so another person can understand what was actually confirmed. This approach supports an efficient conversation without overstating the site's role: we help readers prepare, while the authorized office controls the procedure and the selected workshop confirms its own inspection and appointment requirements.
Test the sequence with a simple planning example
Imagine discovering the loss on Tuesday while hoping to visit the garage on Friday. On Tuesday, check the application route and inform the garage. If you hope to apply Wednesday, first check that the required papers can be ready. Do not write Thursday receipt as confirmed merely because that would make Friday convenient. Mark it as an estimate only when the responsible party has provided that estimate; otherwise leave it pending. The example does not predict turnaround. It shows how to find the dependency that needs an answer before you make a transport commitment or tell another person that the car will certainly be available.
Distinguish a new phone from a lost original
After changing phones, a missing application record does not necessarily mean that the physical certificate has been lost. MLIT's viewing application FAQ explains that read information and settings are not transferred automatically to the new device. Follow the official instructions to install the application and read the original again. Reinstalling after deletion should not be assumed to restore the previous record either.
Check the physical certificate first. If it is present, the next task is reading the current information; if it is absent, return to the reissue inquiry. Keep an older saved PDF separate from a current reading. Also check any notification settings through the official process. A relative's phone holding a record does not establish vehicle ownership or authority to apply. If you share a PDF, confirm its private destination rather than placing personal vehicle information behind a public link.

FAQ: Lost certificates and reissue
Can a phone photograph replace an electronic certificate?
No. Do not treat an image or PDF as the physical original required in the vehicle. Clarify the document problem before making a road journey.
What if only the readable record sheet is missing?
Distinguish that from loss of the original. Check the official viewing and output instructions and ask what the garage needs for the planned visit.
Do kei cars and registered cars use the same office?
No. Confirm the responsible transport office for a registered vehicle or the appropriate Light Motor Vehicle Inspection Organization office for a three or four wheel kei vehicle.
Is the reissue fee still 350 yen?
Older material can display that amount. The April 2026 revision notice and current kei guidance show 450 yen for certificate reissue. Check the current receiving office schedule; representative service charges are separate.
Can someone apply on my behalf?
Ask about the authorization and application request documents that apply to the vehicle and applicant. Do not assume another category's form is interchangeable.
Can I arrange an estimate while the original is missing?
Ask the workshop which preliminary steps can proceed. Keep its answer separate from the conditions for completing formal inspection and renewal.
Is same day reissue guaranteed?
No. Opening hours, completeness and the applicable procedure must be checked. An advertised fast service does not establish the outcome of your application.
What if inspection has expired too?
Treat document recovery, insurance and lawful transport as separate tasks. Seek instructions from the appropriate office and transport or workshop professional before moving the vehicle.
What if I find the old original later?
Ask the issuing office how to handle it. Do not assume that either original can be used simply because both are in your possession.
Does this website submit reissue applications?
No. We provide planning tools and links to official information. The authorized office determines the application requirements and outcome.
